Costs of providing nursing and rehabilitation care in institutions of social servicesHealth and Social Sciences

One of the largest problems in providing social services in institutions with accommodation occurring after the effectivity date of Law No. 108/2006 Sb. On social services is the fact that health insurance companies (particularly the General Health Insurance Company), inconsistently with the legal condition, refuse financing of the nursing care in these institutions to the extent indicated by physicians from the system of the public health insurance. The target of the present contribution is to acquaint the professional public with the quantification of the extent of costs of the nursing care in institutions of social services providing the accommodation and to point out possible perspectives of solving this problem.
The examination of the extent of the provided nursing and rehabilitation care demonstrated that health insurance companies cover costs of this care to a minimum extent and thus considerably violate rights of users of social services and enhance requirements for financing based on state, regional, municipal and village budgets and further financial sources.
In the last years, the administrative work associated with particular actions within the nursing care in social service institutions providing accommodation presented a quite new working activity for most healthcare professionals, who had quite minimum experience with its implementation from the beginning of the introduction of the new system. It is obvious, that the target solution of financing the nursing care in social service institutions providing the accommodation is granting flat-rate reimbursement from the system of the public health insurance.
