Consideration of the degree of dependence in children under 18 years of age with persisting long-term adverse health conditionsHealth and Social Sciences

The article deals with the consideration of the degree of dependence in children under 18 years of age with persisting long-term adverse health conditions. Children suffering from diabetes, mostly type I diabetes mellitus, under 18 years of age are considered by way of example. This is the most frequently occurring metabolic disease. The state supports parents taking care of children with long-term adverse conditions based on the system of social security benefits. The authors acquaint the reader with procedures employed in the consideration of children with long-term health involvements within the framework of the law on social services and compare it with the system of the social security support based on the law on the state social support. The law on social services delimits special features of considering persons under 18 years of age. The state social support benefits are provided according to the law on the state social support. In the case of a health involvement of a child, some benefits from the state social support are provided under different conditions, for a longer time or at a higher level. The text presents an outline of providing parents of children having metabolic diseases with the support from the state system of social support and system of social services. The authors conclusively propose that the compensation for consequences of all the health involvements in children under 10 years should be solely solved through the mediation of the system of the social support and contribution to parents, which is shown to be more universal, and to take into account more properly the need of all-day care for a chronically diseased child. They simultaneously emphasize the responsibility of parents of children with metabolic diseases, including diabetic ones, for their biopsychosocial development and for acquiring habits of the healthy social style.
