The article is focused on the specification of starting points for and assumptions of the development of the Institute of Social Work, Faculty of Health and Social Studies, University of South Bohemia in České Budějovice (henceforth the ISW) with the use of the monitoring and evaluation of ISW activities.
The purpose of the article is to specify starting points, i.e. strong and weak spots of ISW centres, and furthermore assumptions of the ISW development with the use of a set of indicators for monitoring and assessment of its activity incorporated into the ISW data base.
The method of using values of monitoring indicators of specification of starting points for and assumptions of the ISW development is based on a former analysis of activities of ISW centres and furthermore also on a set of ISW monitoring indicators, the values of which were acquired through the mediation of the newly provided data base system. Based on values of these indicators, strong and weak spots of particular ISW centres were specified and assumptions of the ISW development were defined with the help of conceptual circuits. These are interconnected conceptual circuits of the ISW including providing of human sources, development of activities and financial means.
The following priority areas of the development were established: the stabilization of teams of ISW centres (including financing and supporting the motivation of staff members), grant activities of the centres, development of the scientific activity of the centres and support of the implementation through the practical education of students.
It was shown that values of monitoring indicators are applicable to the continuous monitoring of the ISW monitoring, but also to the assessment of its results and that they can be subsequently employed to establish the ISW development strategy. In terms of economy, thanks to the use of synergistic effects, the most important of them being the incorporation of the set of monitoring into the ISW data base system, there are only minimum costs associated with the determination of monitoring indicator values. At this stage of the ISW development, quarterly evaluation of the monitoring indicator values would be the optimum approach to provide sufficient time for the implementation of remedial provisions in the case that the monitoring indicator values exert any adverse development of the ISW. Based on the evaluation of the currently existing monitoring indicator values, it will be possible to recommend a further combination of centres in such a way that hey will be able to adhere to the specified research areas as to their extent and thematic orientation.
