The activity of the civic sector in the field of taking care of children living out of their own biological families has been considerably altered in the course of the last 15 years. From the initial satisfaction of material needs of children it was stepwise shifted to supporting free time and relaxation activities. In the future, these changes should make further progress to support new forms of the alternative family care, education of children in children's homes and particularly system changes in the preparation of taking care of children who are living in the children's homes. There is a considerable lack of programs aimed at these tasks, and they are always based just on the non-prophit sector initiative.
